Why can\'t I convert base 16-bit 16 Khz file and twin MP3 fi

What happens, is that the file gets created but the file size is less than half a bag generally. Meaning one pile turns out to be 427 bytes in size. In other words a useless file. Being that the source file is 75 MB. And I can’t picture an MP3 file being reduced in size by the large of an amount. This is why I mentioned these two interesting characteristics of the source file. Any thoughts?
